 Post subject: A sort of migration unit

In order to help smaller cities grow one strategy is to hire units, send them to another city and then disband them, the population used to create the unit are moved to the smaller city that needs growing. This is useful but really expensive.

I think the game could be improved by adding unit with little to no attack and defense that requires significantly more civilians (maybe even a custom amount) that would be used to move population from one city to another

-This would allow for interesting new war strategy, as evacuating a city may become prominent
-Perhaps the unit could be captured rather than destroyed
-It shouldn't be super cheap but definitely not expensive

Anyways, lemme know your thoughts or tweaks to it. ;)

Interesting idea, we could definitely create a unit like that. The biggest obstacle would be needing the art for it.
