Dear developer, I respect you and know that you are a smart person, but there are too many people in 1 unit. The fact is that in the 1st Roman Legion there were from 6,000 to 8,000 thousand soldiers and 120 cavalrymen of Auxilia, and in extreme cases there were Alai separate detachments of Auxili that did not exceed 800 riders. How did I determine the number of people in 1 unit of the squad? Elementary! When hiring it says how many people are required for hiring. To hire 1 cavalry detachment, 2500 people are required, which is exactly 3.1 Scarlet in the Roman army. That is, in 1 unit of cavalry 3 units of cavalry? Please fix it.

You are correct, the number of people required doesn't match the soldiers in a military unit.
This is done for (1) balancing. Recruiting the real number makes having a population somewhat pointless. Also, (2) the recruitment doesn't just consider military units. If 250 soldiers are recruited, consider there are more people needed also for supply. Although soldiers are at 250, together with supply troops this number will be higher.
