I was wondering if there was a way to play every nation at once, just like you can in the regular game. Basically, I am in the process of making a scenario with well over 65 nations, and I need to make they all have the correct amount of supplies so they work well. I need to test more than 1 nation at a time. If I am missing how to do that, I'd love to know how. If there isn't I would really love if you could make it so you can play/test all nations in the editor.

Currently no, though you may be able to trick the game into letting you. Maybe if you put your map in the map folder (where maps you have downloaded are) and renamed it to one of the maps there (effectively replacing it) then maybe you could load it in singleplayer and test it.

Actually, how do I do that? Which file are my installed maps under?

Something like...

\Age of Conquest IV\user\map

You'll want to open one of those up in the editor, so you know which map you are dealing with. Then make a copy of it (so you can replace it later), and do all the aforementioned steps. I can't guarantee it will work, I've never tried it before.
